There has been so much debate over who will be making the final decision over who will be the new Chelsea FC owners, and it looks pretty clear now to me that it will be Roman Abramovich, the actual owner of the club still.

A report from The Athletic just now confirms this further and says that Roman Abramovich still has a say in the process and it is understood Raine has been instructed to select the best bid, not necessarily the biggest.
Abramovich wants Chelsea FC to go to a group or individual with a proven track record, a vision for the club and easy access to funds.
